Fullerton’s existing-ADU path starts with date and evidence.

Fullerton publishes an AB 2533 guide and checklist for certain ADUs and JADUs built before January 1, 2020. That is a specific legalization inquiry—not permission to keep building or conceal unsafe work.

The City’s published AB 2533 materials describe a path aimed at qualifying pre-2020 ADUs and JADUs. Read the current guide and checklist together, then confirm applicability with Fullerton staff before relying on the process.

Every existing unit has its own record and correction list.

The age threshold alone does not establish eligibility, safety, or approval. The current City materials and staff determination control. Do not begin corrective construction before understanding permit requirements.

Avoid removing finishes or changing conditions before the qualified professionals and agencies determine what documentation is needed.

04 · Existing-condition work

Separate documentation from physical correction.

An existing living area may need records research, measurements, drawings, code analysis, opening of concealed work, testing, repairs, or complete replacement of some systems. The permit path and construction scope should state what is known and what investigation may reveal.

Do not cover a safety concern while waiting for a broader legalization strategy. Electrical hazards, gas concerns, active leaks, moisture, unsafe exits, or structural movement deserve prompt attention from qualified professionals.

When comparing proposals, ask whether the price includes exploratory work, documentation, response to City comments, correction construction, inspections, and restoration. Avoid a fixed promise based only on photographs or a brief description of the space.
